BEFORE: MERRITT and CONTIE, Circuit Judges; and MOYNAHAN, District Judge* Order These appeals have been referred to a panel of the Court pursuant to Rule 9(a), Rules of the Sixth Circuit. After examination of the briefs and the record, this panel agrees unanimously that oral argument is not needed. Rule 34(a), Federal Rules of Appellate Procedure. Plaintiff appeals the district court's dismissals of his civil rights claims for lack of jurisdiction and failure to state a claim upon which relief could be granted. Having carefully examined the district court record, this Court finds no error in the district Court's dismissal of plaintiff's complaints. Accordingly, It is ORDERED that the judgments of the district court be affirmed for the reasons set forth in the district court orders of September 14, 1981, and June 7, 1982. Rule 9(d)(3), Rules of the Sixth Circuit.
